Created by the peace treaties of 1919 to settle disputes before they turned into wars, the League of Nations made Geneva its seat and held its first assembly there in November 1920. It issued identity papers for stateless refugees and ran health work, but failed to stop Japan's invasion of Manchuria or Italy's of Ethiopia. Its Palais des Nations passed to the United Nations.
